1st and Clark Affordable Housing

Our Vancouver team is leading the redevelopment of a 10-storey mixed-use building, designed to address urgent community needs through a combination of affordable housing and voluntary withdrawal management services. The project is being delivered using Integrated Project Delivery (IPD) in partnership with BC Housing, Vancouver Coastal Health, and Indigenous-led organizations.  

Levels one through four will house a treatment centre operated by Vancouver Coastal Health, with 51 inpatient beds and 20 detox units, along with outpatient spaces for counselling and support. Floors six through ten will include 97 affordable housing apartments, run by BC Housing. These units are intended for low-end-of-market tenants and designed to support long-term and stable housing. Additional space will be set aside for social enterprises focused on First Nations employment, healing, and wellness, aligned with culturally informed care models.  

 The building is targeting Step Code 4 under the BC Energy Step Code and is being built with a combination of concrete and wood-frame materials. The team is using a customized IPD approach that includes Values Alignment Sessions and Value Engineering Sessions, and we continue to hold Constructability Reviews, implement Lean construction practices, and use an active Risk Register to guide decision-making. 

At least 10 per cent of total labour costs will be directed through social enterprises like EMBERS, helping create meaningful employment for marginalized workers, particularly Indigenous tradespeople, who are building long-term careers in construction.
